Why is BCHD so Executive Management TOP HEAVY?

PHCD spends 3% of revenue on Executives while BCHD spends 16%. Both spend about $2M a year on A&G expenses (overheads) but $2M is 15% of BCHD and less than 10% of PHCD's revenues.
