Measure BC supports facilities for 80% to 95% NON-RESIDENT USE

Measure BC pays private Developer costs


1. VOTING NO SUPPORTS RESIDENT SERVICES - The District was formed BY VOTERS for "RESIDENTS WHO RESIDE" WITHIN THE DISTRICT. That statement is a direct quote taken from South Bay Hospital District's Superior Court filing to CONDEMN the Prospect Avenue site (it was TAKEN from residential use).


VOTERS HAVE NEVER CHANGED THAT AUTHORIZATION!


Measure BC will support 80% to 95% NON-RESIDENT FACILITIES:


  • allcove - 91% non-resident Service Area including all of LA County SPA8 (1.4M population)

  • Private Assisted Living - 80% non-resident tenants per BCHD's consultant study (MDS Consultants)

  • PACE - 95% non-resident enrollees per National PACE Association data



2. VOTING NO SAVES TAXPAYERS $175M - STOPPING BCHD from building the allcove Building SAVES Taxpayers from being required to fund 30-years (minimum) of allcove services to LA County Service Planning Area 8 (SPA8). BCHD never even estimated that off balance sheet liability to Taxpayers. Current 3rd party estimates are $175M across 30-years.


3. VOTING NO STOPS BCHD FROM GIVING $21M IN SERVICES TO A PRIVATE DEVELOPER - BCHD's investment bankers have assured taxpayers OVER AND OVER that the BCHD PRIVATE DEVELOPER would cover all costs of DEMOLITION, GREENSPACE, and PARKING. Now BCHD plans to spend $21M of OUR TAXPAYER MONEY to hand a GIFT to the Developer on the Taxpayer's dime.


Measure BC forces Taxpayers to SPEND ON:


According to BCHD in a Daily Breeze article (link below) the $30M will be used for:

  • $9 million for allcove. (91% non-resident service area)

    COSTS BELOW GUARANTEED TO BE PAID BY THE DEVELOPER PER CAIN BROS - INVESTMENT BANKERS

  • $8 million to tear down the current building.

  • $7 million to develop the open space that’d replace it.

  • $6 million for planning, parking, grading and other construction.
