"Please note that the District has previously explained that calculating a dollar community benefit for each program is beyond the scope of the District’s mission, financial resources and abilities."

Note that BCHD sets its own mission, allocates its own financial resources, and conducts its own hiring an contractors, and thereby chooses to avoid evaluating programs.
