Ending the BCHD Doublespeak on Phase 1 Use - 11% of the Usage Benefit will be Resident/Taxpayers

Notwithstanding BCHDs frequent misleading statements regarding families of residents from out of town or friends or residents or workers using Phase 1; the truth is that BCHD was formed by the voters of Hermosa, Manhattan and Redondo Beach and was bond funded, and continues to be funded by the taxpayers of the three cities and rents that BCHD collects from taxpayer purchased property.


RCFE - 80% NON-RESIDENT/NON-TAXPAYER BENEFIT

According to BCHD MDS studies (3 of them), Exhibit 3-3, only 20% of RCFE tenancy will be RESIDENTS, while 80% will be NON-RESIDENT/NON-TAXPAYERS of the District.


"allcove" - 91% NON-RESIDENT/NON-TAXPAYER BENEFIT

According to BCHD "allcove" SPA8 statement, only 9% of the "allcove" service area is the three beach cities, while 91% is NON-RESDIENT/NON-TAXPAYERS of the District. In additional, BCHD entered into a 20 year lease for "allcove" space, when BCHD has only 4 years of funding.


PACE - 95% NON-RESIDENT/NON-TAXPAYER BENEFIT

BCHD repeatedly refuses to respond to PRR's with data regarding PACE usage. Therefore, the National PACE Association provided data that demonstrate PACE enrollment to be only 5% enrollees from the Beach Cities and 95% NON-RESDIENT/NON-TAXPAYERS.


ONLY 11% OF SERVICES BENEFITS ACCRUE TO RESIDENTS

Using a simple average, 11% of the Benefit from Usage of the BCHD Phase 1 will be for the Residents/Taxpayers of the 3 Beach Cities that formed, funded and continue to fund the District.


DISTRICT WAS FORMED FOR THE BENEFIT OF THE RESIDENTS OF THE DISTRICT

Notwithstanding any LAFCO or even state law, this particular special District was formed for the benefit of the Residents of the District. Not non-residents. That is clearly stated in the court filings of the District. While the District may have the legal ability to bus in non-resident/non-taxpayers as it plans to do, the District has explicit limitation to benefits to Residents of the District from its voter formation.
