Details of the $170M+ BCHD District Taxpayer Liability for allcove - all caused by BCHD accepted a $6.3M grant

The grant required 30-year operation of the allcove building and allcove services for the benefit of LA County Service Planning Area 8 (1.4M population) and provided no 30-year funding.

Costs of allcove to District Taxpayers:

(1) Bond Repayment with Interest

(2) Required 30-year Operation of allcove Services for all of LA County SPA8

(3) Required 30-year Operation of the allcove Building for all of LA County SPA8

(4) Donation of Land ($5M lot at Flagler & Beryl) Rent valued using BCHD's Cain Bros Estimate

(5) Donation of BCHD overhead (Executives, etc.) to allcove program

TOTAL = $172.4M Unfunded District Taxpayer Liability triggered by $6.3M allcove building grant
