BCHD using taxpayer funding to buy good press

A few times over the past few years, we done California Public Records Act requests to BCHD to understand their operations, spending, decision making, etc. One of the more important ones we ever did was to find out that BCHD was spending about $3000 per month on the local weekly papers. For a small operation, that buys a lot of goodwill.

So don't be surprised if BCHD gets positive stories and open access to opinion pieces.
