BCHD Signed a 30-year allcove Building Agreement with No Financial Analysis of the Risks to District Resident-Taxpayers

No business or agency should ever execute a 30-year contract without a financial analysis. Yet BCHD never analyzed the long-term obligation of allcove.


How do we know BCHD conducted no analysis? BCHD admitted it had no analysis of the 30-year obligation it agreed to with the State of California in a data request.


BCHD HAS NO LIFE OF BUILDING OR LIFE OF PROGRAM FUNDING FOR allcove. All allcove program funding terminates June 30, 2026.


All FINANCIAL RISK is shouldered by the District Resident-Taxpayers who bear the financial risk of ALL BCHD ACTIVITY. If BCHD cannot secure long term funding, then a Judge would be obligated to authorize a parcel tax on District Resident-Taxpayers.


"Applicant [BCHD] commits to the provision of services and building use restrictions (property title shall be legally encumbered for required term) for 30 years after the project is placed in service."
