BCHD Services: Taxpayers 12.5% vs Non-Residents 87.5%

The District condemned the Prospect land by telling the Superior Court it would service the "Residents who reside" in the "District". Why is BCHD servicing 8-to-1 NON-RESIDENTS on Resident Land with Resident Taxes?
