BCHD's statements to the City Attorney don't line up with the FACTS OR BCHD'S ABILITIES

BCHD states that it does not have the ABILITY to compute a community benefit for programs. (see below)

IF BCHD HAS NO ABILITY TO COMPUTE COMMUNITY BENEFITS (AS IS STATED IN A LEGAL RESPONSE BELOW) - HOW ON EARTH CAN BCHD COMPUTE SOMETHING AS COMPLICATED AS THE DAMAGES FROM ITS PROJECT AND THE BENEFITS?
