BCHD No Longer Focuses on Benefits to the Beach Cities nor Will BCHD's $30M Tax

allcove Service Area - 91% Beach Cities District Non-Residents
In order to gain allcove grants, BCHD agreed to service the 1.4M population area of LA County Service Planning Area 8. That includes wealthy, White coastal and PV areas, as well as, 75% Disadvantaged Communities and Mental Healthcare Provider Shortage Areas.
BCHD is currently co-opting 74% of allcove for 19% of the Service Area, namely Hermosa, Manhattan, Redondo, and Torrance. That is an unethical and immoral act based on BCHDs application for allcove funding to provide services broadly to the diverse communities of SPA8. BCHD local xenophobic activity is likely unstainable
Assisted Living Tenants - 80% Beach Cities District Non-Residents
BCHD hired MDS consultants to conduct a study 3 times regarding the tenancy of the proposed 100% privately owned assisted living facility. The results were by zip code and 80% of the tenants are shown to be Non-Residents of 90254, 90266, 90277, and 90278 in the study. It is unknown if the benefits from 20% of tenants with a $200,000 annual income requirement from District outweigh the damages of 80% non-resident use on surrounding property values.
PACE Enrollees - 95% Beach Cities District Non-Residents
According to the National PACE Association data, only 17 residents of the District will utilize PACE, leaving 95% of the 400 enrollee facility requiring daily transit, traffic and emissions into Redondo Beach
COVID Testing - 84% Beach Cities District Non-Residents
BCHD lost $2.3M in non-reimbursed District Taxpayer Funds during Covid as it created a PR event out of Covid Testing. Per the LA County Department of Health, BCHD tested 84% non-residents.
