BCHD is a SPECIAL DISTRICT created and funded by voters of HB/MB/RB for the benefit of the "residents who reside" within the District". PERIOD. Just read the District legal pleadings from building the Hospital. PLAIN ENGLISH

HOSPITAL SIZED AND BUILT FOR THE DISTRICT RESIDENTS

The BCHD Ministry of Propaganda claims that the Hospital was developed for "other communities" as well. That's FALSE. If was sized for HB/RB/MB by hospital consultants and FUNDED by HB/RB/MB.

NO RECIPROCITY RIGHTS TO OTHER HEALTH DISTRICTS

The BCHD Ministry of Propaganda claims that BCHD is "much like" a public library.

That's FALSE. Our libraries provide reciprocity rights to other libraries as a quid pro quo. BCHD provides no access to the only other Health District in the county - Antelope Valley - where none of us would travel to anyway.

NO NON-RESIDENT FEES

The BCHD Ministry of Propaganda claims that BCHD is "much like" a university.

That's FALSE. Universities charge MUCH HIGHER Non-Resident fees in order to recover their FULL COST OF OPERATION from Non-Resident/Non-Taxpayers. BCHD does NOT - it provides both FREE and Taxpayer-subsidized services to NON-RESIDENTS.
