BCHD Ministry of Propaganda Series: allcove isn't paying its FAIR SHARE of District Support Costs

Why did BCHD, an agency of Hermosa Beach, Manhattan Beach and Redondo Beach sign-up to provide allcove to the 12-25 year olds from a population area of 1.4M? Only 9%, 120,000 (HB/RB/MB) of that 1.4M people PAY TAXES to the District.

So why is BCHD donating a $4M plot of taxpayer land for use by allcove with NO LEASE REVENUE TO TAXPAYERS? The District residents and taxpayers should pay only 9% of allcove costs.
