BCHD Measure BC was Voter-Rejected: What was Measure BC?

Measure BC's misleading ballot name was: BEACH CITIES HEALTH DISTRICT COMMUNITY HEALTH AND WELLNESS MEASURE


If truth-in-advertising applied to Bond Measures (apparently not), the name could have been: BCHD Blew the Budget for the allcove Building and BCHD Wants to Prepare the Campus for a 100% Private Assisted Living Facility Commercial Development


BCHD Underestimated allcove Building Cost by 150% (Asked for $6M, needed $15M)

BCHD applied for allcove building funds from the State of California. BCHD conducted an engineering study to determine the amount of its request. BCHD was provided the requested funding in 7469-CA BHCIP-B4_209_Allcove-01 for $6,336,702. Unfortunately, when BCHD went to build the building, it determined that it needed about $15M and added $9M to Measure BC to fund the building. THAT'S A HUGE MISS BY BCHD TO UNDERESTIMATE COSTS BY $9M. DISTRICT TAXPAYERS ALONE ARE ON THE HOOK FOR BCHD's FAILURE TO PROPERLY ESTIMATE BUILDING COSTS


BCHD Planned to Prepare the Campus for 100% Private Development of an Assisted Living for 80% Non-Resident Use

BCHD hired an investment banker for $2M in taxpayer funding to determine what the lease for the 100% private developer should include. For years now, the investment banker assured the public that the developer would be forced to pay for the demolition of the Hospital Building, the creation of greenspace and parking.


The development hasn't happened and so BCHD decided that it would ask District Taxpayers for $21M to prepare the campus for private development. This was done under the guise that the Hospital doesn't meet current seismic requirements (of course it doesn't and it isn't required to either) and BCHD must tear it down now! BCHD asked to shift $21M in developer costs to District Taxpayers, only it wasn't transparent in the request to voters.


So now what? Measure BC was soundly rejected by the Electorate. What does that mean?


allcove ($9M cost estimate error) - Because BCHD blew the budget so badly, it cannot build the allcove building. That's ok though. allcove can continue to operate in the Hospital and the funding agreement, 7469-CA BHCIP-B4_209_Allcove-01 for $6,336,702 will expire automatically in 2 years. Voters/District Taxpayers have spoken and did not support funding an allcove building.


Campus Preparation for Private Development ($21M shifted developer cost) -Voters rejected funding the purported seismic tear down of the Hospital, along with the addition of greenspace and parking to the campus in preparation of private development of a market-rate assisted living facility for 80% non-residents. Perhaps voters do not want any private development. Perhaps voters don't want 80% non-resident services on campus. What is very clear is that Voters/District Taxpayers have spoken and did not want to pay DIRECTLY or INDIRECTLY for site preparation by BCHD by tearing down the Hospital.



Measure BC's result is clear - Voters/District Taxpayers oppose BCHD's proposed actions.
