BCHD Measure BC was Voter-Rejected: We MUST Force BCHD to Restructure allcove
BCHD used allcove as a way to expand the District's services to all of LA County SPA8 (1.4M total population). SPA8 is Athens, Avalon, Carson, Catalina Island, El Segundo, Gardena, Harbor City, Hawthorne, Inglewood, Lawndale, Lennox, Long Beach, Hermosa Beach, Manhattan Beach, Palos Verdes Estates, Rancho Dominguez, Rancho Palos Verdes, Redondo Beach, Rolling Hills, Rolling Hills Estates, San Pedro, Torrance, Wilmington and others.
In order to gain a $6.3M grant from the State of California, BCHD was required to agree to operate the building and the mental health program (allcove) for a minimum of 30 years. Furthermore, in order to increase diversity and lower average income levels, BCHD expanded the allcove service area from the District to all of SPA8.
The 30 year obligation to provide the allcove building and services to SPA8 is estimated to cost $172M. BCHD conducted no analysis prior to signing the 30-year agreement. A trade of a $172M obligation for a $6.3M grant is inept and malfeasant on the part of BCHD. BCHD must be a fiduciary of taxpayer funding and this we a failure.
Fortunately, if the construction is not completed and the operating permits in hand for allcove in the new building by 12/31/26, the agreement terminates.
BCHD MUST LAPSE THE CONTRACT
BCHD failed to conduct any financial analysis prior to grant execution (per CPRA response).
BCHD subject District Taxpayers to an obligation to pay $30 in services for every $1 of grant funding (per analysis).
The District was voter approved for the benefit of the "residents who reside" in the District (per District filing at the Superior Court).
Lapsing the contract will void both the 30 year duration and the expansion of allcove to SPA8.
allcove can be provided in alternative, rental locations for the residents who reside within the District.
