BCHD Measure BC was Voter-Rejected: The Explicit Direction of the Electorate to BCHD

Because only BCHD's Measure was rejected in Redondo Beach, and because the amount of the "ask" was relatively low, it's very clear that the Electorate rejected BCHD's planned use of the funds. This was not an economic issue - it was a vote of the OWNERS of the District.


The Electorate clearly rejected the demolition of the Hospital and the construction of the allcove building. BCHD cannot circumvent the will of the voters and use loans or other Taxpayer indebtedness for the projects.


NO DEMOLITION OF THE 514 N PROSPECT BUILDING - BCHD was clearly instructed NOT to proceed with the demolition by the REJECTION of Measure BC.


  1. The age of the 514 building is a blend of 1960 (original 100 beds) and 1970 (addition of 100 beds).

  2. The Electorate clearly stated that it was UNWILLING to pay for the demolition of the 514 building.

  3. The Electorate rejected BCHD's specious "does not meet current codes". About 50% of the LA County commercial building stock is pre-1970 and continues to be used.

  4. Since BCHD was denied funding for the demolition, all work and expenditures on demolition must cease.

  5. BCHD cannot borrow funding that indebts the Electorate for demolition. Taxpayers have REFUSED to fund that activity.


NO ALLCOVE BUILDING - BCHD was clearly instructed NOT to proceed with the allcove building by the REJECTION of Measure BC.


  1. BCHD must cease the planned BHCIP 40% funded building plan.

  2. BCHD must terminate the BHCIP $6.3M funding agreement that required BCHD to provide: 30-years of allcove services and service to all of Los Angeles County SPA8 (1.4M population). This act mitigates the $172M liability of allcove operations that BCHD foisted onto District Taxpayers without any financial analysis.

  3. BCHD can provide allcove services to District Residents and Students only, and utilize other District space or rental space for allcove.
