BCHD is one of only 2 OPTIONAL Government Agencies in ALL of LA County

Unlike the County, Cities, Water/Sewer/Vector/etc. Districts, Police, Fire, Health Departments, etc. - BCHD is a 100% OPTIONAL, NON-REQUIRED government agency.


HOW DO WE KNOW?

1. There's NO REQUIREMENT for health districts to exist in State code.


2. There are only 2 health districts in all of LA County and they service only 6% of County residents.


3. No surrounding Cities have ever opted to join BCHD.


4. The Local Area Formation Commission trimmed BCHD's area back to ONLY the 3 cities it serves.


REQUIREMENTS THAT BCHD SHOULD BE FORCED TO MEET

1. BCHD should serve ONLY residents.

2. BCHD should provide ONLY COST-EFFECTIVE services.

3. BCHD's charter should include a REQUIREMENT to evaluate the Community Benefit-to-Cost Ratio of every program.


On April 22, 2022, BCHD admitted that it does not have the ability to evaluate its programs to determine if the expenditures exceed the community value to the District or the District's residents.
