BCHD Ignores Accounting for Spending on Residents vs Non-Residents
BCHD was formed by Hermosa Beach, Redondo Beach and Manhattan Beach to develop, own and operate a public hospital for the benefit of "RESIDENTS WHO RESIDE" in the District. That was the official position of the District to the Superior Court.
The taxpayers and residents of the those three cities bought the land, funded the buildings, and have paid over 60 years of tax-funding to the District.
Yet, BCHD cannot be troubled to spend its funding on RESIDENTS nor does it even bother to account for spending on, or subsidies to, NON-RESDIENTS.

Based on BCHD's 2021 and 2023 responses below, it appears that BCHD has no valid data to demonstrate what fraction of taxpayer driven revenues are expended on non-residents of the District. The revenues in question could be derived from direct taxes or the use of taxpayer assets, including land, buildings,other assets, intellectual property, and/or investments.
BCHD's Board and executive management cavalierly ignore the impacts on residents of non-resident spending, with member Koo referring to it as generosity. The only appropriate term of law would be failure of fiduciary responsibility of the Board to the residents.
Absent any reliable data from BCHD, I assert that any shortfall in revenue from preserving the failed South Bay Hospital land for exclusive non-commercial resident use can easily be made up by cutting off all services and subsidies to non-residents.
The onus is on BCHD to demonstrate that Bakaly's claim of a potential 15-17% service reduction due to cancellation of the Healthy (Wealthy) Living Campus could not be exclusively the cause of non-resident services and subsidies.

Please confirm that BCHD's response also covers "expenditure data by resident vs. non-resident" as well as stated in the PRR. In the absence of a response, I will consider BCHD's reply to encompass resident vs. non-resident expenditure data as well. Thank you. No records
