BCHD CHF/APlex Pay RESIDENT TAXES to NON-RESIDENTS

Every week, Taxpayers of HB/RB/MB pay about $8000 to support the shortfall in fees collected by the BCHD health club (CHF) and AdventurePlex. The problem is, NON-RESIDENTS get a free ride from Resident-Taxpayers. BCHD doesn't restrict use to RESIDENTS and BCHD is apparently too lazy to charge non-residents the FULL COST of service. Instead - BCHD subsidizes NON-RESIDENTS with resident-taxpayer funds. That's CRAZY!
