BCHD CANNOT DETERMINE IF ITS PROGRAMS OFFER COMMUNITY VALUE
Simple Fact - To maximize public health benefits, funding should be moved from those programs where the community benefits are the LOWEST to those program where the community benefits are the GREATEST. Health Econ 101.
BCHD both REFUSES and claims it is INCAPABLE of measuring and monetizing COMMUNITY HEALTH BENEFITS. Put simply, the District is guessing how to spend our taxpayer funding. Is that anyway to make Public Health decisions for Taxpayer/Owner/Residents?
