BCHD: A Tale of Fiscal Irresponsibility and Poor Decisions

Instead of tightening its belt, eliminating low public health benefit programs, and limiting services to RESIDENTS ONLY, BCHD has decided to gamble with our taxpayer investments in the District. POOR MANAGEMENT.


BCHD's poor decision-making at the bloated Executive and Board level has moved the District from the Green Line to the Blue Line. That's a loss of 50% of the District's finances in 2+ years. POOR DECISIONS.

BCHD lost $2.3M of RESIDENT funds in non-reimbursed costs during Covid. That was the result of serving 84% NON-RESIDENTS based on the tracking of LA County. BCHD didn't even track who they tested. BCHD also vaxxed 45% NON-RESIDENTS. IF ONLY BCHD WOULD HAVE LIMITED SERVICES TO RESIDENTS!


BCHD budgeted $16M in pre-development costs as the Executives and Board "played" commercial developer. A role they have no significant experience with. NO EXPERIENCE = NO RESULTS!


BCHD added ALLCOVE, a program with a service area of 91% NON-RESIDENTS (per LA County SPA8). BCHD uses RESIDENT taxes, buildings, land and staff. THE DISTRICT WAS FORMED FOR SERVICES TO RESIDENTS!


BCHD wants a PRIVATE developer to build assisted living for 80% NON-RESIDENTS (per MDS consulting) on PUBLIC land. THE DISTRICT WAS FORMED FOR SERVICES TO RESIDENTS!


BCHD wants to operate a PACE facility for 95% NON-RESIDENTS (per Natl PACE Assoc) in RESIDENT facilities. THE DISTRICT WAS FORMED FOR SERVICES TO RESIDENTS!


BCHD forks over $2.3M a year (2021 Transparent CA) to 13 Executives. That's 16% of the entire budget. BCHD needed to CUT BACK. POOR DECISION-MAKERS MAKE BAD DECISIONS!


THIS CRASH AND BURN IS ON THE EXECUTIVES AND BOARD. POOR DECISIONS = POOR OUTCOMES!
