Why is BCHDs PACE Facility 20-times Bigger than the Need in the Three Beach Cities that OWN BCHD?

Most people have no idea what PACE is. Apparently BCHDs investment banker believes it's a profitable program and that BCHD should use our public land to service 95%+ NON-RESIDENTS.

In reality, the demographics and economics of the 3 Beach Cities that OWN BCHD likely have fewer Medicaid/MediCal participants, so usage by the 3 Beach Cities could be even less than the 4% estimate. That means more than 96% will be NON-RESIDENTS.
